2. Commitment to achieving Net Zero
Sabanu Care Ltd commits to achieving Net Zero greenhouse gas emissions from its UK operations by 2050 at the latest. The company will measure its relevant greenhouse gas emissions, review the results annually, and implement proportionate measures to reduce emissions arising from its office operations, vehicles, staff travel, procurement and delivery of supported living services.
This commitment applies to Sabanu Care Ltd’s operations and to the delivery of the North Northamptonshire supported living contract. The company will use the best available activity data and the applicable UK Government greenhouse gas conversion factors when calculating emissions.
3. Organisational boundary and calculation method
This plan covers Sabanu Care Ltd’s UK operations relevant to the tender, including the rented office, company-controlled vehicles, business travel in staff-owned vehicles, employee commuting, operational waste and relevant transportation and distribution activities. The final plan must state any exclusions and explain why they are not applicable or why data is unavailable.
Emissions must be calculated in tonnes of carbon dioxide equivalent (tCO₂e) using the UK
Government’s applicable conversion factors for the reporting year and a consistent
methodology aligned with the Greenhouse Gas Protocol. The reporting period must be consistent across all scopes. If Sabanu Care Ltd has not previously reported a carbon footprint, its first complete reporting period should be used as the baseline, with this explained in the final plan.
4. Baseline emissions footprint
Baseline year: TO BE CONFIRMED. As this draft does not contain verified emissions totals, figures are intentionally left blank rather than estimated. Complete the table after reviewing energy bills, fuel records, mileage logs, waste information and other relevant records.
Emissions source | Required data / boundary | Baseline emissions (tCO₂e) |
Scope 1 – direct emissions | Fuel used in company-controlled vehicles; natural gas or other fuels burned at facilities controlled by Sabanu Care Ltd, if any. | TO BE CALCULATED |
Scope 2 – purchased energy | Purchased electricity, and purchased heat/cooling/steam if applicable to the office or other controlled premises. | TO BE CALCULATED |
Scope 3 – business travel | Business mileage in staff-owned vehicles, public transport, taxis, rail or air travel paid for or reimbursed by the company, where applicable. | TO BE CALCULATED |
Scope 3 – employee commuting | Staff travel between home and their usual workplace/worksite, including relevant travel to the office or service locations, using appropriate data or a documented estimation method. | TO BE CALCULATED |
Scope 3 – waste generated in operations | Operational waste generated by the company, including waste streams for which data can reasonably be obtained. | TO BE CALCULATED |
Scope 3 – upstream transportation and distribution | Transportation/distribution of purchased goods to Sabanu Care Ltd by third parties, where applicable and within the required boundary. | TO BE CALCULATED / APPLICABILITY TO BE CONFIRMED |
Scope 3 – downstream transportation and distribution | Transportation/distribution after services are delivered, where applicable to Sabanu Care Ltd’s activities and within the required boundary. | TO BE CALCULATED / APPLICABILITY TO BE CONFIRMED |
TOTAL | Total of the reported Scope 1, Scope 2 and required Scope 3 categories above. | TO BE CALCULATED |
5. Current emissions reporting
Reporting year: TO BE CONFIRMED. Use the same reporting period for every source. Where the baseline year is also the first reporting year, state this clearly and use the same calculated totals in both tables unless a documented reason requires otherwise.
Emissions source | Current emissions (tCO₂e) |
Scope 1 | TO BE CALCULATED |
Scope 2 | TO BE CALCULATED |
Scope 3 – business travel | TO BE CALCULATED |
Scope 3 – employee commuting | TO BE CALCULATED |
Scope 3 – waste generated in operations | TO BE CALCULATED |
Scope 3 – upstream transportation and distribution | TO BE CALCULATED / APPLICABILITY TO BE CONFIRMED |
Scope 3 – downstream transportation and distribution | TO BE CALCULATED / APPLICABILITY TO BE CONFIRMED |
TOTAL | TO BE CALCULATED |
6. Emissions reduction targets
Sabanu Care Ltd will use the verified baseline to set and approve measurable reduction targets. Until the baseline has been calculated, a numerical percentage target cannot responsibly be stated. Before publication, the company should insert a quantified target and target year that it considers achievable, record the method used to track progress, and review performance at least annually.
Target area | Planned action | Measure / evidence |
Company vehicle fuel | Reduce unnecessary journeys, plan routes efficiently, avoid engine idling, maintain vehicles and consider lower- emission replacements when practical. | Fuel receipts/cards, vehicle records, business mileage and annual Scope 1 calculation. |
Staff-owned vehicles used for business | Combine visits where safe and practical, allocate work by location, use remote meetings where appropriate and encourage efficient driving. | Mileage claims, travel logs and annual business- travel calculation. |
Office energy | Use energy-efficient lighting and equipment, switch off unused equipment and work with the landlord to obtain energy information and improve efficiency where feasible. | Electricity/gas bills, landlord data and equipment/energy actions. |
Employee commuting | Encourage public transport, walking, cycling, car-sharing or other lower- emission options where practical and consistent with safe service delivery. | Periodic staff travel survey and documented estimation method. |
Waste and materials | Reduce printing, use digital records, purchase only necessary supplies, reuse/recycle materials where appropriate and follow safe disposal requirements for care-related waste. | Purchasing records, waste contractor information and paper-use monitoring. |
Procurement and service delivery | Consider environmental impacts when purchasing supplies and select suppliers with proportionate environmental practices where quality, safety and value are maintained. | Procurement records and supplier information where available. |
7. Environmental management measures for the contract
The measures below are intended to be applied when delivering the North Northamptonshire supported living contract, where relevant and compatible with person-centred care, safeguarding, clinical needs and continuity of support:
- Plan staff rotas and visits geographically to reduce avoidable mileage while ensuring people receive support at the agreed times.
- Use digital care records, electronic timesheets and electronic communications where appropriate, secure and accessible, to reduce paper use.
- Maintain company vehicles in line with manufacturer guidance and monitor fuel use and mileage where records are available.
- Provide staff with practical guidance on energy saving, recycling, efficient travel and reducing unnecessary journeys.
- Use office energy responsibly and liaise with the landlord about available energy data, waste arrangements and feasible efficiency measures.
- Reduce avoidable purchasing and packaging, and use recycling facilities where available and suitable.
- Ensure environmental measures never compromise safe care, infection prevention and
control, confidentiality, accessibility or an individual’s assessed needs.
- Review the effectiveness of measures annually and update the Carbon Reduction Plan with measured results and further actions.
8. Governance, monitoring and review
Komba Quee, Director, will be responsible for ensuring the plan is reviewed, that data is collected and retained, that reduction actions are monitored, and that the plan is updated at least annually. The plan should be reviewed within six months of the company’s financial year-end, and sooner if there is a material change to the business, fleet, office arrangements or service delivery.
Supporting evidence should be retained, including energy bills, fuel statements, mileage records, staff commuting survey results, waste records, calculation workbooks, conversion
factors used, assumptions and explanations of exclusions. Any estimates must be clearly identified and based on a reasonable, documented method.
9. Data still required before approval and publication
The following information must be gathered and checked before this draft can be treated as a completed PPN 006 Carbon Reduction Plan:
Required item | What to obtain / complete |
Reporting period and baseline year | Choose a consistent 12-month reporting period and identify whether this is the first carbon reporting year. |
Company vehicle fuel | Fuel type and litres purchased/used during the period for each company-controlled vehicle; identify any leased vehicles and operational control. |
Staff-owned vehicle business mileage | Business miles by fuel/vehicle type, or sufficient mileage and vehicle data to apply an appropriate documented estimation method. |
Office energy | Electricity and gas/other fuel consumption for the rented office. If bills are held by the landlord, request the relevant consumption data and allocation method. |
Employee commuting | A proportionate staff travel survey or other defensible data on commuting distance, frequency and transport modes. |
Waste | Waste quantities by type and disposal route where available, or contractor/landlord records and a documented estimation method. |
Transportation categories | Confirm whether upstream and downstream transportation/distribution emissions arise and document the basis for any category reported as not applicable. |
Calculations | Calculate all in-scope emissions in tCO₂e using the appropriate UK Government conversion factors for the reporting year; retain working papers. |
Reduction target | Agree a measurable target and target year after reviewing the calculated baseline. |
Approval and publication | Director/board approval date, sign-off statement, publication date and the public URL of the final plan. |
